W3C Website redesign - RFP

@simonrjones @w3c @studio24 Heck yeah. It at least seems to work in lynx. I know a lot of people don't do that any more, but a move away from supporting exactly one implementation of a WWW is extremely welcome. Old enough to remember IETF RFC policies about two independent implementations before even discussing standards.
@scrottie That's great to hear. Building sites with accessibility in mind means they should work on any pretty much any browser, even one without CSS!
