So often it seems as if plain old 'enforcement' should be the first solution to so many council or government-based problems. Littering. Planning shite. Parking. Housing. Licensing. Speeding. Pollution. Corruption. Provision of public services. Tax.
Upholding the rules and standards we already have could make a huge difference.
