Until you realize these "police stations" are just foreign service centers where Chinese citizens can do things like renew their drivers license, collect pension funds, and other administrative issues.
That's still very strange. Like, if America did it it would also be weird. I'm not saying it's bad to have those services available, but maybe an embassy is a better place for that sort of service?

And an embassy or in this case a consulate does effectively the exact same job that you're saying, it's what almost every nation in the entire world does. So it's weird that they're different to begin with.

They could just go to the embassy like normal people... You also don't need to hide your "administrative office" in a fucking Restaurant...
That's what consulates and embassies are for, no need to have hidden Chinese police in the back of the restaurant.
