So can someone explain to me why a place like Caroline Springs — being an established built-out suburb for the past 20+ years — has a V/Line train station surrounded by nothing but surface car parking and empty paddocks?

Where is the mid-to-high density urban core? The shops, cafés, services, ANY form of employment AT ALL? It’s just so… barren.

What a failure of urban planning.
