@burningbird another facet to this: flooding near the ocean is cumulative based on how much water comes down the river from storms raining into tributary rivers, vs. how fast that water can flow onto the ocean. So often, the flooding caused by overdevelopment is not happening directly in that community, but instead is happening downstream, since water pulses that should have been delayed and diminished by wetlands are instead hitting fast and all at once.
