It's clear that his definition of civil liberties applies only to those he recognizes as human. That, or he feels whites are at war with all the "other" so all that you mention was not "peacetime." That implies he thinks they won when their orange nazi stole the election in '16. Either way, he is a travesty on the court, albeit not the worst.
