The necessity to reform the UN, particularly the UN Security Council, is obvious.
While other countries seek a legitimate way to reform the UN, including excluding the terrorist country, Russia sees reform in moving the headquarters from New York to a "more neutral state". So why move the headquarters to the Russian Federation right away?
