As down spun as it is in this article, I will say that if folks hadn't noticed the tactical value of this data stream, they certainly have now.
Qualcomm is using PSDS (which they call XTRA) as a way to gather statistics on Snapdragon devices by having xtra-daemon send a unique hardware identifier, persistent random id generated by xtra-daemon and the device's brand, model, manufacturer, etc. It's definitely problematic.
