Before that, tho, I'd like to see the interface stop making it easier to skip alt text than to add it.

With the current design, skipping alt text is the natural flow because to add alt text, you must

1. Know about alt text
2. Know how to get to the alt text entry box
3. Remember to take the extra step each time you post an image.

Those 3 small barriers result in many images that lack alt text — not by intention, but by interface design.

Design is never neutral.
