I don‘t think the road engineers are the problem.
Where I live in the surrounding area of Hannover, Germany there is one bus every hour and no car sharing available. Thereby nearly every family has two cars and thereby the road engineers build the infrastructure for these cars.
It is a political decision to invest in infrastructure needed for the future mobility for an attractive and healthy environment even if there are actual only few people needing it.
But things changing.
Currently the area governent builds a network of cycle pathes allowing to drive between different villages and the town.
Inside the town they implement cycle pathes with allow fast rides with less interruption to the center.
People start using e-bikes to cycle longer distances to work or shops.
But of course we are decades behind the Netherlands or Denmark.
