Same approach russia has very effectively used in the US and France. You see this every time you see Greenwald on Tucker Carlson, or a French protester throw a Molotov cocktail.
It's virtually impossible to counter as it's legal and the targets predisposed to hate their own government and distrust real media, to the point that many of them no doubt know they're working for russia against their own country.
