Is San Jose gonna beat San Francisco to having a continuous, high-quality, cross-city bike route?

SF keeps making piecemeal improvements a few blocks long that don't connect, or actually removing parts of its network (Slow Pacific). And when the MTAB asked for a citywide Slow Street network with no gaps, staff basically refused.
