#EWS is pointless if there are no actions taken in response to warnings that reduce risks in advance of hazards.

For this to happen, we need to have plans & protocols that are appropriate, known, practiced, owned and acted upon at national, institutional, and local levels.

- significant weaknesses in people’s response to warnings
- poor incorporation of lessons ‘learned’
- often a lack of adequate safe routes & spaces
- barriers to taking action even if people are willing - linked to #GESI
