Helge HeßMacOSX Server 1.0 (/Rhapsody), the first Mac-ified versions of #NeXTstep, converted the non-menubar NeXTstep menus to the Mac style menubar. But you could still detach them from the menu bar into floating menus.

Giulio Cesare Solaroli@helge what a weird “beast” that software was; it felt very new, when looked with Mac user eyes, and remarkably old, when looked with NeXT user eyes. It took a few iterations, but it eventually got its own strong identity. Something was lost in the way, but this is what evolution does.
