We had no spending and were at the zero lower bound. We've shifted the IS curve out. We can now get to the equilibrium interest rate. The equilibrium interest rate is now a positive number. The fed is effective once more

Because you increase aggregate demand. That in tern shifts out the IS curve and the equilibrium rate of interest goes higher. We have a price ceiling below equilibrium. Which means inflation goes higher
