The govt doesn't like funding things properly unless them & theirs or Tory party big donors benefit from it & then it'll be over funded.
Also they don't like Asylum Seekers/refugees especially if they are people of colour or Albanians. They set up the scheme to look good & then didn't fund it properly no doubt.

Many of the Afghan refugees on the other scheme are stuck in hotels etc waiting to be processed by our under resourced immigration services
