embix@davidaugust For most of the last century, German banknotes had a note printed on them, warning that "A person who counterfeits or tampers with banknotes, or obtains and puts into circulation counterfeit or tampered with banknotes, shall be punished by imprisonment for not less than two years." - not sure if that ever stopped anyone from adding some beard, horns or glasses to a face.
