Is he, though? Or is he promising that this is what he will TRY to do? With the GOP in power (although slim) in the House - the GOP who has clearly said that their only "job" is to thwart anything Biden tries to get done (like they did with Obama when he was in office) - he is going to have a BIG challenge to even get the legislation he wants to his desk!
