The executive has been ordered by law to spend money on things, but prevented by another law from procuring the funds?

Treasury should either mint the coin, or just ignore the debt ceiling law and dare Congress to sue them. Then the SCOTUS can throw it out and we don't have to waste time on this idiocy anymore.
