Mind you, nobody actually knows what the Cheezburger is, only that according to legend, cats have coveted it from time immemorial.
Thus, the campaign starts with word that someone has found clues about the location of the fabled Cheezburger. This triggers a fierce competition between cat adventuring parties to find it. The campaign would be all about the rivalries and desperation to find this fabled artifact...
...but of course, once it's actually found, "the Cheezburger" is actually the ruins of the old website's server farm.
Cue curious post-apocalyptic uplifted cats trying to make sense of cat memes once they figure out how to access them.
