I agree that more engagement with USCIS' own employees in innovating and finding efficiency is good. I would have gone a step further and made it clear merit bonuses will be paid for ideas that save the agency time and money while improving service. 20x

OK, now for the IT stuff which particularly interests me. Eliminating paper from the system is the stated goal. Of course, that's been the stated goal for 20+ years. 22x

3. More focus on user experience in e-filing. Lest you think that's you, the interest is on USCIS' officers' user experience. 23x

Develop a system for all paper documents submitted to be digitized. Frankly, I thought they already had that. I guess just the forms are uploaded into the database, but everything else stays in a paper file. Glad that will change. 24x
