@garrethbroke Disclaimer: I am not very well versed in legalese, so my jargon is more than likely not correct. "Ausfertigung" is a special kind of "certified copy" of a legal document (although the term "beglaubigte Kopie" also exists, and it seems to be something else). An "Ausfertigung" of a document has the same legal standing as its original, and it can be used in its stead when the original would have to be handed in somewhere but can't be physically removed from where it is stored.
@garrethbroke And in contrast to an "Abschrift" (which can be issued by any notary), the "Ausfertigung" can only be issued by the body (agency, notary, ..) where the original ("Urschrift") is stored. I hope that helps. If you need more details I'll try my very best to find the correct words :)
