I hadn't seen them before, but was reading through the 1960 Downtown Development Plan and it's a trip. Seems a large point of the plan for the downtown loop (or, "Distribution Loop" in the plan) was to eliminate car traffic in the downtown core to better support pedestrian-oriented economic activity?? Wish they'd committed more fully to it.

I think my favorite bit though is where they talk about essentially enclosing the stretch of Main St within the loop in a fully covered, air-conditioned mall - complete with moving walkways and/or shuttle cars to facilitate traversing the length of the strip. What a wild image!

Anyway, I'll probably read more in the near future. They're an interesting bit of planning history. I'm disappointed that we've failed to pedestrianize these spaces despite recommendations for over half a century.
