Can someone who is "good with economy" explain what democrats would need to do to appease republicans on the issue of the debt ceiling?

They don't want to raise it, what is the alternative? Can that be enacted before the fall?

I assume this means some kinds of cuts? I want to know what they would do if they had all the power. How would they fix it?
