I don't understand what it has to do with the school district's assistant superintendent of finance.

The local caretaker or whatever they call them there, goes into the plant room, opens the electrical distribution box and flips the appropriate circuit breakers which should be labelled.

That would do for vacations etc. and until the presumably remote switching issue can be bypassed more conveniently.
