No, that's a fairy tale, a lure, a deception, an exaggeration, a cover-up of "unexpected" disclosure. Cablegate was, is, an elaborate way to assure the whole package would be disclosed, with frantic, recorded call to State Department to sauce the pasta of blamelessness. So too for the Snowden melodramatic show.
