dynamicThe Republicans hold a narrow majority of the house. There weren't enough mainstream Republicans to get the required majority vote to elect a Speaker of the House until a large number of ballots and a bunch of behind the scenes wheeling and dealing was accomplished.
It matters because until there is a Speaker, no one (Democrat or Republcan) could be sworn in, meaning that the House couldn't do anything other than hold ballots for a new speaker.
