Dysfunction is the point.
The republican party runs on an anti-government platform; it benefits more the worse government functions. So they're making sure government functions as poorly as possible.

@nbcnews I wish more people understood the cost of this debacle. Constituent services are a huge part of what congress does. These are frequently for veterans, people with disabilities, people facing complex and devastating problems in their district for which there’s no clear solution. But these aren’t happening right now.
