@juddlegum 1% of that, just 1% would do amazing things for under-served communities. Pick an issue, any issue. Homelessness? Domestic violence? Learning disabled? Profoundly gifted? An obscure disease?
Maybe that's a caveat Congress needs to write into all budgets. 1% of whatever the Pentagon's budget is, has to automatically go to programs focusing on societal problem(s).
