I'm not a lawyer, but this would seem to violate several laws:
1. It's harassment, since it's directed specifically and repeatedly at the VP from a political opponent
2. Abbott is involved in a conspiracy to transport minors across state lines. Seems problematic
3. It's human trafficking: Abbott is transporting people for the sole purpose of serving his ends, w/o real consent
4. It's fraud: it's likely the migrants are being lied to about the trip
My guess is the best course of action would be for the DoJ to send a strongly worded notice that interstate human trafficking is a serious matter, so knock it off, #GregAbbott
