A temporary closure is a good tool. Calms the opposition and brings out the advocates. Can be done at low cost and quickly. Then if it works...

@giulio_mattioli I was walking to get my kids from the academy and, between people smoking and people driving, I realized I couldn't breathe properly during my time out there.
