I'll have to read the article, but they have tried the blackouts since 2014. One of the key features of the Ukrainian grid is the fact that their circuit breakers and remotely controlled switches have manual overrides. Here in the US most of our devices do not have a physical override. So the Ukrainians have simply disabled the remotely controlled portions in some cases. In other circumstances they have people on station that can override.

They have and continue to try, but I think that attack vector is mostly dead at this point.
