ERC Scientific Council making steps towards evaluating the quality of scientific work over the reputation of the scientists or the journals they publish in:

- weigh the project proposal more than the past achievements of the applicant (!! not the case previously??)
- narrative description of contributions to the reseearch community

@MalikaIhle Previously the track record of the candidate was weighted about equal to proposal (answering the important questions of: is this the right person to do this work, and are they capable of achieving the ambitious aims of the project) – probably at the StG level the project was already a bit more important.
