I'd suggest exporting your own "Following" list (it's an option on the edit profile list) and publishing it on the web via, say google docs.
There are complications, so cutting to the chase, do that and others can pick up all the #TwitterEmigres who you are following and import them into their follows on Mastodon.
Of course, that leaves them with the tedious business of going through and blocking the ones they don't want.
