The Biden administration sought the release of BOTH Griner and Whelan. It was unlikely that Whelan be released as he is charged by Russia as being a spy.

Whether he is actually a spy or not, that was why he was jailed.

There are no tools of getting Whelan released. It would require an exchange of a Russian spy being held in America. There is no such person.
