In kerala, proper rehabilitation of stary dogs are necessary. Its not in kennels, but open areas specially provided for them. I saw about 7 pups of the same age. They may eventually suffer starvation or accidents. Proper rehab and adoption facilities is to be ensured by the goverment. In North india, they consider cow as sacred and dont kill for meat. They are left to open areas as stray. It causes more accidents and hygiene issues. Governments need to open eyes.
