There apparently is an on-going bot campaign that is creating performance issues on many instances.
My home instance was down for a bit, there are others that are having hiccups. Admins are dealing with this, and they will deal with it eventually. They always do. 
In the meantime, if your instance is down, be patient. And if your instance is up, send hugs to your admin. 👍
