@attila @alastairdunning These are curated, e.g educational media files in the case of Wikimedia Commons or cultural heritage in the case of Europeana. The purpose of this database is to provide machine-readable information on the public domain status or open license of any content, e.g. to protect it from being blocked by upload filters, but it could of course incorporate media from those sources.
