I don't know, but I took some time to look up situation.
Apparently that letter is evidence govt is worried about loyalty of the regular army ( protect against outside threats, as distinct from other 2 arms, to quell enemy within)
Sounds absolutely impossible for a humane result, with forces driven by martyrist cult adherence.
This is a regime that sent waves of children to death in war against Iraq.
