Then all the servers based in Florida would get overrun by Nazis, but every other server in the world could just de-federate the Florida servers to fix it, and then the real people on Florida servers would just need to migrate their profiles to an out-of-state server. I can see all this happening but the Fediverse would just isolate the cancer and continue on.

OK, if you're a Nazi, Mastodon.social is bot where you want to create an account because it resides in Germany. Where there are hate speech laws. This is analogous to your argument. Nazis will create servers where such laws don't exist.
But.. nobody in the community will federate with them. Like Gab.
