Unfortunately, social media has, traditionally, been judged on activity rather than utility.
The word they use is "engagement" and we, as users, are encouraged to develop "personal brand" and pimp ourselves out for the benefit of the platform.
The positive and encouraging thing about Mastodon is it doesn't have a megalomaniac owner or greedy shareholders to appease with stats, so whether it succeeds or fails is down to the perspective of individual users.
