In the first year of the C19 pandemic, we started full remote working way before our Gov locked down everything. Last year our company established a "new normal" with up to 3 days remote per week. (It was only exceptionally before and very restrictive)

Iwould have left if they hadn't. I think that he expects that employees leave Twitter voluntarily for that reason.
