In college #manyyearsago I read an essay by Henry Kissinger on the topic of national self-determination. I have been searching to find a copy for years. I have mixed feelings about Kissinger generally but the essay was, my youthful self recalls, quite eye-opening. If any historians/poli sci peeps know this essay and where I might find a link I would be forever grateful.
