The Dog AlsoIIRC Lagarto can do some pretty bright colors with leather or GatorStrap? But I dunno what their business/price sitch looks like, AC 2022 was their last time doing cons I know. Also dunno if they can do sparkles; it's not something I remember seeing on any of their off-the-shelf gear.
WolfWingsLagarto is still active, and basically the only game in town that I'm aware of for "fully usable as gear" brightly colored stuff not just the plethora of "can tug on but can't hang from safely" nylon harnesses made for fursuiters.
