Mute means you just don't see that person in your feed. Block means that cannot see you or interact with you at all. You would essentially be invisible to that person. To report harassment, look at the profile and either in the upper right or lower right there are three (3) dots.
* Click on dots and and pop-down menu appears.
* Click on "report"
* ... and proceed from there...
