There are! It's just message privacy settings instead of an inbox. Change the globe icon to the envelope when drafting the message.

@weinberz when you draft a message you should have options below including marking it as sensitive content or sharing publicly. One of the options besides publicly is private message. In fedilab that shows up as a globe/lock/lock/envelope icon choice. Visuals may vary by interface but you should have the same options.
