the electricity distribution company will have opened all the breakers (if they didn't automatically open) and checked the circuits are dead before the Fire Brigade attend, they work together to deal with incidents like this..

Nuclear power plants aren't supposed to go over-power, melt down, blow the top off their core structure (containment building, what's that?), burn both the zirc cladding and graphite moderator (which swelled due to power surge preventing scramming) spewing radioactive smoke across three continents, and then found itself in the middle of a war zone with looting-inclined invading sources.
I don't know the details for USA, but here in UK staff of the Electricity Distribution Network Operators even have security clearance to use encrypted Airwave radios to communicate directly with the uniformed 999 services - its rare for anyone from a private company to get this level of access...
