For example, ntp.conf now uses the word "pool" instead of "server".

AFAIK ntp.conf still supports server
and the pool thing has been about for a while.
eg.
# You do need to talk to an NTP server ...
#LAN server
server ntp.tux
# pool.ntp.org maps to about 1000 low-stratum NTP servers. Your server will

@petegozz Rather than changing the ntp default I'll just change the test.
