When some fascist piece of shit like J.K. Rowling spouts off some hateful garbage their primary aim is not to convince people to adopt bigotry. Their goal is to convince other bigots to express their bigotry:

- fascist uses dog whistle
- closet fascist sees that fascist suffered no real consequences and uses a bolder dog whistle
- repeat

Once a large number of people are saying hateful things they can recruit people into the pack mentality.
