A confidential note reveals that finance ministry officials intentionally misled the Election Commission in an effort to dilute its opposition to the electoral bond scheme.

@MitaliSaran After reading then Secy SC Garg's explanation to ECs (and Nitin Sethi's counter-arguments), it seems that the only quasi-public domain in which an electoral bond is recorded is in political parties' filings to EC.
